[i]Be it resolved by The Emperor's Most Excellent Majesty, by and with the advice and consent of the Lords Temporal in this present Parliament assembled, and by the authority of the same, as follows: [/i]

[list=1][*]All citizens shall be required to register as a member of a political party in order to hold office in the House of Commons.
[*]Citizens shall be permitted to start their own political parties to further their desire to run for Parliament so long as said party does not violate Article Nine of the Kirkish Constitution.
[*]Membership in a political party shall not be a precondition for voting in Parliamentary elections.[/list]
