Motion to Amend Parliamentary Procedures
Be it resolved that the following be added to the House of Lords Code of Procedure and Conduct:
  • The House of Lords, and Committees that operate under its authority, shall have the power to call outside experts or knowledgeable individuals to provide testimony for the gathering of information for the purpose of drafting or approving legislation. The House of Lords shall have the power to compel individuals to divulge the requested information. In the event that the individual refuses to provide the requested information or refuses to present themselves to the House of Lords or its Committees then the House of Lords shall be permitted to, with a two-thirds majority of the House of Lords, find the offending individuals guilty of Contempt of Parliament and the offending party shall be fined ₤30 for each instance of failing to provide the requested information.
