[i]Be it resolved by The Emperor's Most Excellent Majesty, by and with the advice and consent of the Lords Temporal in this present Parliament assembled, and by the authority of the same, as follows: [/i]

[*]The rights of citizens and nobles to speak freely shall be upheld at all times and in all places.
[*]The Parliament shall reserve the right to repeal and replace this Act should it be deemed necessary.
[*]This Act will not protect speech that is declared illegal in the Constitution of the Most Glorious and Holy Empire of Kirkland (Revolutionary Communism, Nazism, and Republicanism).[/list]
