The Constitution of the Grand Duchy of Alovia

[u][b]Article One:[/b][/u]

[list][*]Section 1: All executive authority shall be exercised by the Grand Duke of Alovia
[*]Section 2: The Grand Duke may issue Ducal Decrees that may establish or abolish any policy enacted.
[*]Section 3: The Grand Duke shall have the authority to approve or veto policies passed through the Chamber of Deputies
[*]Section 4: The Grand Duke shall have the power to appoint Ministers of the Grand Duchy with approval of a plurality of the Chamber of Deputies
[*]Section 5: The Grand Duke may, at any time, suspend or dissolve this Constitution.
[*]Section 6: The Grand Duke may devolve any of the previously enumerated power to another entity but the powers will officially remain with the Grand Duke.[/list]

[u][b]Article Two:[/b][/u]

[list][*]Section 1: All legislative power shall be vested in a Chamber of Deputies.
[*]Section 2: The Chamber of Deputies shall be elected by all of the residents of the Grand Duchy of Alovia every 4 months.
[*]Section 3: Any individual, citizen or noble, who is a legal resident of Alovia, or one of its subdivisions, may run for office in the Chamber of Deputies.
[*]Section 4: The right of a person to run for office in the Chamber of Deputies shall not be abridged.
[*]Section 5: The Speaker of the Chamber of Deputies shall oversee all speech and debate in the Chamber during sessions.
[list][*]Subsection 1: The Grand Duke of Alovia shall always be the Speaker of the Chamber of Deputies.
[*]Subsection 2: The Speaker shall not be permitted to vote on a proposed policy except in the case of a tie vote in which case the Speaker shall cast the tie-breaking vote.[/list]
[*]Section 6: The Chamber of Deputies shall consist of no more than 10 individuals.
[*]Section 7: The Chamber of Deputies shall have the power to enact any policy it deems necessary so long as said policy does not contradict, counteract, or in any way conflict with the policies of the Constitution of Kirkland, Decrees of the Sovereign of Kirkland, or Act of the Parliament of Kirkland. Policies shall be passed with a plurality of the Deputies present.
[*]Section 8: The Chamber of Deputies shall have the power to levy taxes on businesses or individuals residing in Alovia
[*]Section 9: No ex post facto laws may be passed.
[*]Section 10: No bills of attainder may be passed.
[*]Section 11: The Chamber of Deputies shall not be permitted to endorse treaties with foreign nations.
[*]Section 12: The Chamber of Deputies shall not be permitted to issue noble or honorific titles.
[*]Section 13: The Chamber of Deputies shall not be permitted to raise armies, navies, or military or police forces of any kind.
[*]Section 14: The Chamber of Deputies shall be permitted to draft its own rules, procedures, customs, and etiquette without requiring approval of the Grand Duke.
[*]Section 15: Only a Deputy may present a policy for approval by the Chamber. The Grand Duke may not propose policies through the Chamber of Deputies.
[*]Section 16: Any statements made on the floor of the Chamber of Deputies, any of its committees or subcommittees, or statements made through official documents of the Deputies of the Chamber of Deputies or any of their aides shall be protected speech and may not be prosecuted under any law.
[*]Section 17: In the event of a vacancy of a seat of the Chamber of Deputies the Grand Duke may appoint an individual to fill that seat for the remainder of the legislative term. The appointment must be approved with a plurality of the Deputies.
[*]Section 18: The Chamber of Deputies shall have the power to impeach one of its members for ill behavior. In such a case the Speaker of the Chamber of Deputies shall act as the judge and a randomly selected jury shall be convened to issue a verdict. To be removed from office the jury must find the impeached official guilty unanimously.
[*]Section 19: The Chamber of Deputies shall have the responsibility of approving appointments by the Grand Duke. Appointments must be approved with a plurality of the Deputies.
[*]Section 20: The Chamber of Deputies may override a veto from the Grand Duke with a two-thirds (2/3) majority vote of the whole Chamber.[/list]

[u][b]Article Three:[/b][/u]

[list][*]Section 1: The Council of Ministers shall act as the advisory body to the Grand Duke of Alovia.
[*]Section 2:The Ministers shall advise the Grand Duke on the actions to be taken by the Grand Duchy.
[*]Section 3: The Council of Ministers shall be made up of the heads of the various Ministries of the Grand Duchy and a specially selected Chancellor of the Council.
[list][*]Subsection 1: The Ministries of State shall be the Ministry of the Interior, the Ministry of Trade & Industry, the Ministry of Noble Affairs, and the Ministry of Citizen Affairs.[/list]
[*]Section 4: The Chancellor shall act as the head of the Council of Minister and shall oversee all discussions of the Council of Ministers.
[*]Section 5: Anyone may be appointed to the Council of Ministers.
[*]Section 6: The Grand Duke of Alovia may not be appointed to the Council of Ministers.[/list]

[u][b]Article Four:[/b][/u]

[list][*]Section 1: A political party shall be considered any organised group that has as a stated purpose or intent to obtain positions in Parliament.
[*]Section 2: Political parties will only be recognised by the Government of Alovia upon having a total of two members.
[*]Section 3: Political parties shall not be permitted to have, fund, recruit for, or advocate the creation of politically motivated militias.[/list]

[u][b]Article Five:[/b][/u]

[list][*]Section 1: This Constitution shall be the supreme law governing the governmental activities in Alovia. No policy of the Chamber of Deputies or Decree of the Grand Duke may contradict, counteract, or repudiate this Constitution.
[*]Section 2: To amend this Constitution requires a two-thirds majority of the Chamber of Deputies, approval of the Grand Duke, and the support of a plurality of the residents of the Grand Duchy of Alovia.[/list]
