By order of the Head of the Ministry of Finance:
Hence forth the Chancellor of the Exchequer shall have the power to freeze all accounts of an individual if the are under investigation by the Internal Security Agency.
This shall apply to any noble under the position of Grand Duke or and any Knight or commoner of the great realm of Kirkland.
I ask that the Emperor approve this order.
