[i]Be it resolved by The Emperor's Most Excellent Majesty, by and with the advice and consent of the Lords Temporal in this present Parliament assembled, and by the authority of the same, as follows: [/i]

[list=1][*]Citizens and Nobles shall be free to speak their minds without fear of recourse or imprisonment.
[*]The right to freedom of speech and expression shall be guaranteed.
[*]Speech made in violation of Article Nine of the Constitution of Kirkland shall not be protected. However, enforcement and arrest based on the aforementioned Article shall be left to the discretion of the arresting/investigating police official.
[*]Paramilitary groups shall not be granted the right of free speech under this Act. Paramilitary groups shall still be considered illegal.
[*]Political parties shall still be constrained by Articles Nine and Ten of the Constitution of Kirkland.[/list]
A majority of the votes having been cast in favour of passage the bill passes. The Protection of Speech Act is adopted

Final vote: 5 yes, 2 no, 0 abstain

By the power vested in me by God and the Constitution I sign this bill into law.
